<span style="font-size: 18pt; font-family: 'book antiqua', palatino; line-height: 2;"><strong>Introduction<br /></strong>This dashboard contains data and analysis to articulate the need for market-rate housing development in the Downtown Eugene Urban Renewal Area, as compared to the city as a whole and peer downtown areas around the State of Oregon. As shown below, the Downtown Eugene area is deficient in adequate housing units in a variety of ways, containing a much higher portion of affordable housing than the rest of the City of Eugene. For this analysis, affordbale housing is defined as any housing that has below-market rent.</span>

<p style="font-size: 18pt; font-family: 'book antiqua', palatino; line-height: 2;">In order to achieve a market-rate to affordable balance in downtown that is equivalent to the rest of the City of Eugene, the downtown area would need to <strong>add 2,643 new market-rate units</strong>.</p>
